BACKGROUND:

A Real-Time Information Center (RTIC) is a software-based operational support tool that integrates information the Police Department currently uses such as dispatch data, reports, camera feeds, and other data into a single interface. Rather than replacing existing systems or adding new surveillance technology, an RTIC improves how information is accessed, searched, and shared in real time.

During active calls for service, major incidents, and special events, the RTIC allows trained personnel to quickly analyze relevant information and provide officers and supervisors with actionable insights to enhance officer safety and improve coordinated response. The system is designed to help personnel work more efficiently and effectively and maintains appropriate controls over access, use, and data governance.

The Police Department is seeking to acquire an RTIC software platform as part of a broader strategic technology plan aimed at improving operational efficiency, decision-making, and public safety outcomes. Over time, the department has implemented a wide range of technological tools including, but not limited to, Computer-Aided Dispatch systems, records management systems, and fixed and mobile cameras. While each system provides value independently, they currently operate separately and require personnel to move between multiple platforms to access critical information.

 

The RTIC software will address this operational gap by integrating these disparate systems into a single, unified system. This centralized platform will allow authorized personnel to quickly search, analyze, and visualize information across multiple databases in real time. This will improve situational awareness during calls for service, critical incidents, investigations, and large-scale events.

 

In July 2025, the Police Department issued RFP 25-201, Real-Time Information Center, to integrate with the Police Department’s current systems.

Responses were received from the following vendors:

A selection team comprised of staff from the Police Department evaluated the responses, which were scored based upon the criteria set forth in the RFP:

 

1. Capability, Capacity and Qualifications of the Proposer (20%)

2. Suitability and Quality of the System (35%)

3. Suitability and Quality of the Approach (25%)

4. Milestones and Deliverables (10%)

 

After reviewing and scoring the responses, the selection committee invited the top three vendors, Peregrine, Flock Safety, and Axon Enterprise, Inc., to conduct demonstrations. Following the completion of the demonstrations, the selection committee rescored the vendors. The vendor with the highest qualification score, Peregrine, is recommended for the award. The table below provides a summary of the final qualification scores:

This procurement award includes access to and support of the Peregrine software for unlimited users at the Police Department, onboarding and training services, Professional Services, as well as Optional Services, as defined in the agreement. 

The term of this contract is from March 14, 2026 to March 13, 2029, with two one-year options to extend.

The Real-Time Information Center software and services are expensed to the Software & Hardware Maintenance account listed below. The Police Department included $200,000 in the 2026 budget for expenses related to the real-time crime center software. The year one cost of this award will be $175,500, and as a result, this award is within the amount budgeted for this expense in 2026. Staff will ensure sufficient funding is included in future budgets to support future years associated with this award.
