BACKGROUND:
The City currently has six Vactor sewer cleaners, two in the Department of Public Works (DPW) and four in the Water Utilities. DPW uses these specialized vehicles for flushing storm sewer sewer pipes, clearing blockages and vacuuming debris out of storm sewers and manholes.
One DPW Operations Division Vactor sewer flusher was reviewed by the Fleet Economic Committee and Fleet Services Manager and approved for replacement in the CY2018 budget. Vehicles are evaluated for replacement based on four criteria: age, usage, condition and repair costs. A vehicle must receive a score of 28.0 or greater to be recommend for replacement. The vehicle exceeds the minimum score as shown in the table below.

DISCUSSION:
The Fleet Services Division recommends the purchase of one 2018 Mack Vactor 2100i sewer cleaner with Mack Granite 64FR cab/chassis. The new Vactor will maintain conformity in the City’s fleet, which minimizes operational, service and repair, safety and training costs including minimizing costs associated with parts inventory. The Vactor is available on the National Joint Powers Alliance (NJPA) Cooperative, an approved cooperative, through Standard Equipment, Contract No. 122017-FSC.
Using the City’s specifications, Standard Equipment has quoted the Vactor sewer cleaner, flusher, cab and chassis in the amount of $481,444.56. The Vactor will be delivered in approximately 270 days.

The current Unit 777 will be sold to Wheatland Township for $50,000, this amount is equal to the trade-in amount Standard Equipment offered.

The 2018 Mack Vactor Sewer Flusher is expensed to the vehicles and equipment account below. A total of $430,000 has been budgeted for the replacement of this unit in 2018. The requested award of $481,444.56 is not inclusive of the proceeds from the sale of Unit 777. The sale of this unit, in the amount of $50,000, will result in a net cost of $431,444.56, which is in line with the projected vehicle cost.
