BACKGROUND:
The subject property is approximately 8.19 acres in size and is comprised of 12 properties generally located as shown on the attached location exhibit and described in the attached legal description. The subject property is largely unimproved and several existing lots have structures that are in the process of being demolished under DuPage County demo permits. The petitioner is proposing the development of a 90-unit townhome and rowhome community to be known as the Residences at Naper and Plank.
On July 15, 2025, City Council approved the following ordinances relating The Residences at Naper and Plank: (i) Ordinance 25-069 annexing certain property into the City of Naperville for The Residences at Naper and Plank; (ii) Ordinance 25-070 approving an annexation agreement for The Residences at Naper and Plank; (iii) Ordinance 25-071 rezoning certain property located at the intersections of Naper Boulevard, Plank Road, Tuthill Road, Burlington Avenue, and Naperville-Wheaton Road for The Residences at Naper and Plank; (iv) Ordinance 25-072 approving a Preliminary Plat of Subdivision for The Residences at Naper and Plank; (v) Ordinance 25-073 granting a Conditional Use for a Planned Unit Development, a Preliminary Planned Unit Development Plat, and associated deviations for The Residences at Naper and Plank; and, (vi) Ordinance 25-074 granting deviations from the City of Naperville Design Manual for Public Improvements for The Residences at Naper and Plank.
DISCUSSION:
Final Plat of Subdivision
The petitioner is seeking approval of a Final Plat of Subdivision of The Residences at Naper and Plank. The proposed final plat of subdivision substantially conforms to the preliminary plat of subdivision approved by Ordinance 25-072 for The Residences at Naper and Plank. The plat of subdivision subdivides the approximately 8.19-acre property into three lots. Lots 1 and 2 of the subdivision will be developed with single-family attached dwelling units and Lot 3 will be dedicated to the Naperville Park District.
Owner’s Acknowledgement and Acceptance
An Owner’s Acknowledgement & Acceptance Agreement has been referenced within the ordinance approving the final plat of subdivision. Within the OAA, specific provisions are included regarding the Owner’s required school and park donations. The Owners will donate 0.62 acres of park land and will provide a cash donation to the Park District pursuant to the negotiated Park District Land-Cash Agreement which has been attached to the OAA as Exhibit C. The Owners will satisfy school impact fees by providing a cash payment prior to recordation of the Final Plat for the subject property.
Potential Realignment of Tuthill Road at Plank Road
Tuthill Road currently intersects Plank Road at a skewed angle. Alignments closer to 90-degrees improve sight distance and shorten crossing distances for through and turning movements. To allow the intersection to function properly with a 90-degree angle design, both the north and south approaches of Tuthill Road need to be modified concurrently. The petitioner has dedicated additional right of way on the north side of Plank Road that will allow for the re-alignment of Tuthill Road in the future. Implementation of the Tuthill Road re-alignment is contingent upon potential, future right-of-way acquisition on the south leg of the intersection that is currently within Lisle Township’s jurisdiction.
Final PUD Plat
The proposed Final PUD Plat of The Residences at Naper and Plank substantially conforms to the Preliminary PUD Plat approved through Ordinance 25-073, thereby eliminating the need for a Planning and Zoning Commission review. Staff finds the proposed site design, circulation and access, landscaping and open space amenities to be consistent with the preliminary plans.
The proposed residential buildings are divided into two unit types: two-story townhomes and three-story rowhomes. The three-story rowhomes are proposed on Lot 2 along the heavier trafficked roadways of Naper Boulevard and Plank Road; the two-story townhomes are proposed on Lot 1 and at the north end of Lot 2 in proximity to the existing single-family homes.
Landscape Plan
The proposed landscape plan is consistent with the preliminary landscape plans approved for The Residences at Naper and Plank. Approximately 0.62 acres of the subject property will be dedicated to the Naperville Park District for use as a publicly accessible park. Additionally, approximately 2.34 acres of open space, or 31% of the subject property, will include common gathering areas and walking paths throughout the development.
Conclusions and Key Takeaways
The petitioner’s proposed final plat of subdivision and final PUD plat are in substantial conformance with the preliminary entitlements approved by Ordinance 25-072 and Ordinance 25-073; therefore, staff is supportive of the requests.
