BACKGROUND:
In November 2016, Council awarded RFP 16-015 to Tyler Technologies, Inc. (Tyler) to replace Naviline as the Citywide Enterprise Resource Planning Software (ERP) with the Tyler owned Munis solution. Munis ERP applications are in place that serve Finance, Human Resources (HR), Transportation, Engineering and Development (TED) Business Group and both the Electric and Water utilities.
Tyler offers a consulting service, PACE10, that applies to the Munis applications used by both Finance and HR. The service includes 10 days of project management and consulting time offered by Tyler at a discounted rate. The PACE10 program also comes with one system review to be used by either Finance or HR to evaluate the implementation of Tyler Technologies ERP applications. HR has an urgent need to use the services to inspect and stabilize the Payroll system to identify discrepancies that started in March 2020, which need to be fixed immediately.
DISCUSSION:
A sole source is requested for a one-year term from July 1, 2020 to June 30, 3031 for the purchase of a custom PACE10 project management and consulting time.
Information Technology identified the purchase as a sole source because Tyler Technologies, Inc. is the sole provider of the Munis software and the only party authorized to support, update or modify the software. A sole source letter from the manufacturer/software developer/other is attached.
Compared to buying consulting services from Tyler in an ad-hoc fashion, the PACE program offers a significant discount. Being that no other organization could provide these services there is no competitive assessment that is possible.

Additional consulting from Munis is expensed to the other professional services accounts listed below. HR budgeted $22,000 for other professional services in 2020, while Finance will use underspend in education and training to cover the cost for the requested consulting time. The requested award is within budget.
