BACKGROUND:

The Department of Public Works - Public Building Operation (DPW-PBO) is responsible for the maintenance and operation of the Carrier brand chiller and air handling units associated with the heating and cooling systems at the Police Department.

 

Per the American Society of Heating, Refrigeration and Air-Conditioning Engineers, chillers and air handling units have a life expectancy of 25 years. The system at the Police Department is approaching 36 years old. However, through prescribed maintenance and a phased approach to replace system components, the City has, and can continue to, prolong the life of the equipment, maximize energy savings, and lower operating costs.

 

DISCUSSION:

In May 2023, Pure Air Control Services, a division of Weatherproofing Technologies, Inc., provided an inspection of the air handling units at the Police Department and Municipal Center and developed a five-year plan for maintenance and replacements. Guided by the inspection data and service history, DPW-PBO replaced air handler unit 1 (AHU 1) at the Police Department. Per the above-mentioned plan, air handler unit 3 (AHU 3) is the next in line for replacement. If not replaced, the deterioration of the condensation pan and insulation may negatively impact the indoor air quality.

 

This project will include the disconnection and removal of the existing supply fan. A new Mainstream Fan wall system, including eight stacked fans and a wall controller, will take its place. Next, a standing seam plenum box with a hinged access man door will be installed. Lastly, the condensate drain pan will be replaced. All transition fittings and supply and return connections are included in the assembly. All service connections (power and control, chilled piping and condensation drains) will be restored. Lastly, the system will be commissioned and proper operation verified.

 

The Police Department - AHU 3 Replacement is available on the Sourcewell Cooperative Contract #080824-CAR, an approved cooperative through the Carrier Corporation.

 

This project will begin the date of award with a final completion date of May 30, 2026.

The Police Department - AHU 3 Replacement is expensed to the Building Improvement account listed below. This project is related to MB209, Roof Top and HVAC Unit Replacement. The 2025 budget includes $375,000 for expenses related to MB209. The requested award is within the budgeted amount for this expense in 2025, and staff will ensure sufficient funding is included in the 2026 budget for any costs that carry into next year.
