BACKGROUND:

The Springbrook Water Reclamation Center is pursuing a low interest Illinois Environmental Protection Agency (IEPA) Water Pollution Control Loan in the amount of $106,858,200 to fund multiple projects over the next several years. These projects are proposed to improve performance and reliability, increase capacity, and keep the City in compliance with state and federal regulations. The improvements include the infrastructure needed to meet future phosphorous limits. Completing the projects in phases allows for uninterrupted service during construction.

 

DISCUSSION:

The IEPA requires a public hearing prior to approval of funding through the Water Pollution Control Loan Program. After the public hearing, a 15-day public comment period will start on December 20, 2023 and end on January 3, 2024. Comments may be submitted to City staff or directly to the IEPA.

 

Comments are sought regarding environmental impacts of the proposed projects. Unless new information obtained through the public comment process causes reconsideration, the IEPA will approve the project plan at the close of the public comment period.

 

The IEPA Project Summary and Preliminary Environmental Impacts Determination (PEID) is attached and is available for viewing on the City’s website or in person at the Springbrook Water Reclamation Center.

This public hearing was advertised in the Naperville Sun on December 8, 2023.

 

FISCAL IMPACT:

The proposed loan amount for the Springbrook Water Reclamation Center Facility Treatment Plant Improvements is $106,858,200 with an estimated interest rate of 1.81% for a 20-year period. Annual repayment is approximately $6,372,181.
