BACKGROUND:
The Department of Public Works (DPW) contracts custodial services to provide cleaning related services in public areas within the Central Business District (CBD) and parking decks. This includes public areas such as sidewalks, parking lots and decks, streets, and stairwells. The contractor furnishes all labor, equipment, and supplies (except paper products, trash liners, waste containers, and cleaning chemicals) to perform daily, weekly, and monthly cleaning.
In February 2026, DPW issued Bid 26-037, Custodial Services - Central Business District, for a vendor to perform nighttime, year-round custodial services including, but not limited to litter pick-up, emptying trash containers, and cleaning parking deck stairwells, stairs, restrooms, and elevator lobby areas for the downtown area.

The lowest bidder of the 12 submissions was Diverse Facility Services, a prior vendor with the City for these services. Due to past performance, staff contacted Diverse Facility Services to confirm that they could provide the services required outlined within the specifications of the solicitation. Diverse Facility Services confirmed that they were not intending to provide the required number of staff for this service. As such, Diverse Facility Services is found to be non-responsive.
As a result, the lowest responsive and responsible bidder is Eco-Clean Maintenance, Inc. The total annual cost of the base services is $221,054.40. The bid also requested hourly rates for additional work such as power-washing, window washing, and additional support during special events. The total cost for the additional work is $16,312.50. Staff recommends awarding $237,366.90 (base bid plus option #1) to Eco-Clean Maintenance, Inc.
The term of this contract is from April 1, 2026, to March 31, 2027, with four one-year options to extend.

Custodial services for the CBD are expensed to the Operational Service account listed below. A total of $264,000 was included in the budget for CBD custodial services in 2026. The requested award is within the budgeted amount for this expense.
