BACKGROUND:

In 2016, the City established capital improvement project (CIP) MB160, Downtown Parking Deck Maintenance Program, as a multi-year capital project to ensure the Central Business District (CBD) parking facilities are maintained as a sustainable asset. The Central, Van Buren, and Water Street parking facilities were built in 1987, 2001, and 2015 respectively.

 

In August 2019, the Department of Public Works (DPW) awarded RFP 19-256, Parking Deck Consultant Services, to Walker Consultants (Walker) to provide design service, engineering documents, construction drawings, bidding assistance and site management services for City parking deck projects of various scope and size. In addition to partnering with the City for the renovation of the Central Parking Facility, Walker completed a full assessment of all municipal parking facilities and created a report of findings as well as a five-year plan for renovation and maintenance. The report categorizes the recommended work, by location, into immediate action, near-term (1-2 years) and medium term (3-5 years). The LED lighting retrofit in the Van Buren deck is in the near-term category of recommended work.

 

To align with the recommended renovation timeline, in July 2024, DPW issued Bid 24-143, Van Buren Parking Facility 2024 LED Lighting Retrofit, to hire a contractor to replace the LED lighting fixtures in the Van Buren Parking Facility as well as the opportunity of additional work including the replacement of LED lighting fixtures in the deck expansion and all emergency/area rescue call boxes.

Bidders were required to provide pricing for the Base Bid as well as the two options. The Base Bid is the cost to replace the lighting in the original deck structure, and option #1 pricing is the cost to replace the lighting in the deck expansion. Option #2 pricing is for the replacement of the emergency/area rescue call boxes.   

 

Walker Consultants, Inc and City staff reviewed the bid responses. Staff recommends awarding the contract including the Base Bid plus both option #1 and #2 to Rag’s Electric, Inc. for a total of $471,500 plus a 5% contingency. Note, the option prices with the asterisks shown in the table above are per fixture costs. With approximately 158 lights included in option #1 and 30 call boxes in option #2, the total cost exceeds the pricing provided by Rags Electric, Inc. The work will be sequenced to take each level of the deck out of service, in sequence, for no longer than one week. Staff will continue working closely with the Downtown Naperville Alliance regarding project scope and timeline.

 

The work is scheduled to begin in early October with a completion date of December 15, 2024.

This work is related to MB160, Downtown Parking Deck Maintenance Program, for which $790,000 is budgeted in 2024. The requested award of $471,500 is within the amount budgeted for this expense.
