BACKGROUND:
The Department of Public Works - Public Buildings Operations and Fleet Services Divisions contract with a third-party to provide maintenance and repair services for emergency generators and related support power systems. During emergency outages, these systems ensure operations of critical City infrastructure including: E-911 and utility dispatching, computer operations, wastewater pumping and water supply.
On March 6, 2018, the City Council awarded Contract 18-024 to Interstate Power Systems, Inc. for a two-year term with three one-year options to extend. The City Council awarded the second option year on February 16, 2021.
DISCUSSION:
During the second option year Interstate Power Systems scheduled preventive maintenance across multiple sites efficiently to reduce operational burden on City staff. Interstate Power Systems responded to repair requests both during and after regular business hours in a timely manner to maximize equipment uptime.
Based upon the vendor’s performance, DPW would like to extend the contract for the third option year. Interstate Power Systems has agreed to maintain the same terms and conditions.
The term of the third option year is April 1, 2022 through March 31, 2023, with no option years remaining on the agreement.

Generator maintenance services are expensed to the Building and Grounds and Equipment Maintenance accounts listed below. A total of $1,321,425 has been budgeted for building and equipment maintenance in 2022. The requested award of $120,000 is within the amount budgeted for this expense.
