BACKGROUND:

The City Council awarded Cooperative Purchase 24-270, Tollway Substation 34.5kV to Wesco Inc. on November 19, 2024, with a delivery date of Fall 2026.  To support the City’s priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, the Naperville Electric Utility (Utility) has initiated a multi-faceted, multi-year project to improve system reliability at the Tollway Substation. The project includes a new transformer and new 35kV switchgear and breakers that will be installed inside the new building.

 

The purpose of this contract is to provide indoor 35kV switchgear, that includes the protective relaying, to operate these breakers, which will be installed at the factory.  Prewiring and preinstalling relaying at the factory is more efficient than performing this work in the field after delivery.  Factory installation also allows advanced testing prior to delivery, reducing the amount of hours Naperville Substation Linemen spend on this project which allows other projects to be completed.

 

DISCUSSION:

During the detailed design process, the City’s consultant, Sargent & Lundy, identified additional relay functionality that would be best completed by Avail, the manufacturer, at the factory.  The Electric Utility’s engineering staff agrees with the additional functionality being proposed and thus, this change order is requested to incorporate the additional relaying prior to delivery.

 

The majority of the cost of the change order is material. All of the other relays are being installed and wired by the manufacturer, and it is more efficient to finish and test them at the plant.

 

Staff has identified an approved cooperative contract, Sourcewell Cooperative Contract 091422WES through Wesco, for the procurement 35kV switchgear and circuit breakers.  

 

The term of the contract is from November 19, 2024 to December 31, 2026. This change will not affect the planned delivery date of August 2026.

FISCAL IMPACT:

34.5kV switchgears for the Tollway Substation are expensed to the Infrastructure account listed below. The switchgears are expected to be delivered in August 2026, and as a result, this expense will not be realized until then. Staff is currently in the process of developing the 2026 budget and will ensure there is sufficient funding to accommodate this change order within the 2026 budget.
