BOARD/COMMISSION REVIEW:
On November 7, 2024, the Transportation Advisory Board (TAB) tabled staff’s initial recommendation. Staff brought the item back, with modifications, to the February 6, 2025 TAB meeting and received approval (8-0) to remove the four-hour parking restriction on the east side of the street and establish a “No Parking” zone 60’ north of the centerline of Plank Rd. to a point 37’ north of the centerline of Bellingrath Ct. from 3 p.m. to 7 p.m. Monday to Friday.
BACKGROUND:
In 1989, Section VIIA of an ordinance was approved to establish both sides of Monticello Dr., from Plank Rd. to Bellingrath Ct., as Limited Parking-Hours due to resident complaints of commuters parking on subject sections of Monticello Dr. The subject section of Monticello Dr. abuts and is adjacent to the Columbia Estates Park where soccer practice is held Monday through Thursday during the evening hours.
In September 2024, staff received a complaint about vehicles parking on both sides of the street which caused congestion by narrowing the travel width of the street.
At the November 2024 TAB meeting, staff recommended removing both the east and west side from Section VIIA, Four-Hour Limited Parking and adding to Section VIA, No Parking Zones. Residents attended the meeting to express their concerns regarding the recommended restriction. TAB tabled the item, allowing staff to look at other options.
DISCUSSION:
Following the November 2024 TAB meeting, staff reviewed other options with the understanding of parking needed for the park during practices and for the concerned residents. After further consideration, staff recommends removing the east side from Section VIIA, Four-Hour Limited Parking and adding Section VIIH, Miscellaneous, Limited Parking, Monday through Friday from 3 p.m. to 7 p.m.
Staff mailed a neighborhood survey and exhibit in December 2024 to the five residents abutting or adjacent to Columbia Estates Park proposing the subject ordinance. The summary of responses is below:
Survey Response |
Support |
3 |
Oppose |
0 |
No Opinion |
0 |
No Response |
2 |
The result of the resident survey shows that 100% of the neighbors contacted are in support of the subject ordinance. Per prior TAB guidance, a “non-response” is considered in support of the recommendation. A minimum of 60% resident support is needed for TAB consideration.
If approved, staff will conduct an observation of this change during the 2025 soccer season practice sessions and consider additional options if necessary.
The attached proposed ordinance for approval will rescind Four-Hour Limited Parking on the east side of Monticello Dr. and establish No Parking, Monday through Friday from 3 p.m. to 7 p.m. on the east side of Monticello Dr. from a point 60’ north of the centerline of Plank Rd. to a point 37’ north of the centerline of Bellingrath Ct.
FISCAL IMPACT:
Additional signage is estimated at $500
