BACKGROUND:
In 2008, the City planned to perform comprehensive roadway reconstruction throughout the East Highlands neighborhood, however, due to budget constraints, the work was scheduled in phases. Julian Street is the next phase of the neighborhood rebuild, with Hillside and Parkside following in future phases.
Julian Street is classified as a collector street and is commonly used by motorists to navigate the East Highlands neighborhood. Julian Street between Gartner Road and Prairie Avenue has a rural cross section, does not meet City standards, and is currently being drained using ditches and driveway culverts. There are also large gaps in street lighting and sidewalks. The planned reconstruction will significantly improve drainage by adding storm sewer, curbs and gutters, and the installation of a box culvert. This work will also improve pedestrian connectivity by adding a sidewalk and street lighting.
A deep depressional area on Julian Street, just north of Prairie Avenue, has formed and runoff from the surrounding upstream area causes localized flooding. The frequent flooding necessitates roadway closures after heavy rain events. To address this issue, a 36-inch storm sewer will be installed along Julian Street between Prairie and Porter Avenues. Due to the depth of the sewer, the entire roadway will need to be rebuilt in this block.
DISCUSSION:
Earlier this year, the City of Naperville completed a Request for Qualifications (RFQ 21-012) for engineering consultants to perform construction services for a variety of CIP projects including roadways. Five consultants were short-listed as a result of this process.
The consultants were: Christopher B. Burke Engineering; Thomas Engineering Group, LLC; TranSystems Corp.; V3 Companies; and Baxter & Woodman, Inc.
Per RFQ Work Order #21-012-TED-2101, the City will be selecting the Consultant with the lowest proposed cost.

Staff followed up with V3 on why they did not submit a proposal. V3 responded that due to a technical error on their side they were not aware of the request and missed this opportunity.
