DEPARTMENT:                     Electric Utility

SUBMITTED BY:                     Raheel Arshed, Deputy Director

BOARD/COMMISSION REVIEW:

BACKGROUND:

The Electric Utility (Utility) performs ongoing condition assessments to identify units that need to be repaired and painted. The Utility has successfully extended the life of

equipment by proactively repainting faded or rusted electrical devices.

As part of the process, the Utility’s Asset Engineer reviews inspection results and photos to make decisions on each piece of equipment regarding repair, repaint, and/or replacement. Since 2021, 664 devices have been repaired and painted.

At this time, staff has identified approximately 140 units needing repairs and painting.

DISCUSSION:

On July 16, 2026, the Utility issued Bid 26-159, EU Electric Equipment Painting, seeking qualified vendors to perform welding, patching, prepping, and painting of electrical equipment consisting of substation transformers, distribution transformers, pad-mounted distribution switches, fuse cans, plug cans, and other electrical devices.

Bids were received from the following vendors:

Vendor Name

Proposed Cost

BP&T Construction

$131,700.00

Although there was only one bidder, BP&T Construction has a proven track record of completing equipment painting projects for the Utility and has served as the Utility’s vendor for the past several years.

Bidders were asked to provide pricing for each type of equipment, as well as estimated labor, time, and material costs. For 2026 and 2027, the Utility intends to paint 114 units currently scheduled for repairs, along with additional equipment that may be identified during the inspection process. The proposed bid total was based on a generic estimate of the number and types of units anticipated to require painting. The award amount reflects more specific estimates based on the current equipment repair queue. The unit pricing provided by BP&T Construction will be used to complete the work as units are identified and scheduled.

In 2024, BP&T successfully completed work both in the field and at the Electric Service Center. The contractor efficiently cleaned, prepared, and painted substation interior switchgear that had sustained arc flash damage, achieving acceptable results. Overall, the work has met the Utility’s expectations, particularly given the unfavorable condition of some of the transformers and switches. Numerous positive comments from residents have also highlighted the Utility’s efforts to revitalize these devices.

Communication with BP&T, both internally and with external customers, has also been notable. BP&T has provided regular updates that ensure staff are well-prepared for additional work and help facilitate the timely completion of follow-up activities, including the relabeling and stickering of equipment.

Staff recommends awarding the contract to BP&T Construction as the lowest responsive and responsible bidder for the procurement of EU Electric Equipment Painting.

The term of this contract is 14 months from date or Award to December 31, 2027, with three additional one-year options to extend.

FISCAL IMPACT:

CIP#: N/A

Electric equipment painting is expensed to the Equipment Maintenance account listed below. The Electric Utility included $485,140 in the 2026 budget for services related to the painting of electrical equipment. The award requested is within the amount budgeted for this expense in 2026, and staff will ensure sufficient funding is included in 2027 budget to support future expenses associated with this award.
