BACKGROUND:

In September 2022, the Transportation, Engineering, and Development Business Group (TED) issued Bid 22-280, 2022 Trip Hazard Removal Project to retain the services of a contractor to correct substandard conditions of sidewalk at various locations throughout the City. This project creates a safer walking environment by removing vertical differentials between sidewalk squares along selected streets.

 

This year’s program opened the contract to allow for either grinding or sawing to be utilized to eliminate the trip hazards encountered. Previous programs only allowed sawing but upon inspection of recent grinding performed in Plainfield, staff felt both approaches were substantially acceptable. Both approaches maintain the original square and use either a pulverizing head or saw blade to eliminate the vertical differentials without having to remove and replace the existing concrete. These methods have historically been less expensive than full removal and replacement.

 

In previous program years, the locations chosen for this approach were limited to arterial and collector roadways which did not have residential properties facing the sidewalk frontage to be maintained. This year the project focus has changed to residential areas as identified in the upcoming resurfacing programs. The intention is to reduce the amount of removal and replacement to be performed by those upcoming resurfacing programs. Ultimately, this approach will reduce costs for both the City and residents by reducing work performed through the removal and replacement program.

Only one bid was received for this advertisement. Historically there have only been 1-3 bidders due to the specialized nature of the work. One competing bidder indicated their workload through the end of the year did not permit additional work at this time.

 

The low bidder successfully provided this service through the 2021 Sidewalk Sawing program (Bid 21-172).

 

The completion date of this project is 12/16/2022.

The sidewalk sawing program is expensed to the Infrastructure account listed below. Work related to sidewalk sawing was budgeted at $100,000 for 2022 as part of MP004, Sidewalk and Curb Replacement Program. The requested award is within the budgeted amount for this expense.
