BACKGROUND:
The City maintains the pavement markings on its network of over 460 miles of neighborhood and arterial streets. Maintaining the condition of the pavement markings provides positive guidance and improved safety on the roadway system for the types of various users.
The scope of this project includes re-application of pavement markings on arterial corridors, intersections, and local streets at various locations. Maintenance or installation of miscellaneous roadway features such as lane delineators and reflective pavement markers is also included with this contract.
DISCUSSION:
In March 2023, the Transportation, Engineering, and Development (TED) Business Group issued Bid 23-063, 2023 Pavement Markings. Precision Pavement Markings, Inc. submitted the sole bid. After a review of the pricing received from the contractor, staff recommends award of bid to Precision Pavement Marking, Inc.
The Procurement Team reached out to other planholders that did not submit a proposal. These vendors indicated that they either had too much other work or did not provide the requested service.

The engineer’s estimate for this work was lower than the bid received. Pricing for the pavement marking items is generally as expected. Some of the lower quantity, specialty items such as the lane delineators on 111th Street and the in-pavement reflectors to provide positive guidance were bid higher than anticipated.
The completion date of this project is October 20, 2023.
FISCAL IMPACT:
CIP #: SC099
Pavement marking maintenance is budgeted in the below Operational Services account; there is a budget of $100,000 for these services in 2023. This contract also includes specialty items such as the lane delineators that will be expensed to the below Infrastructure account. Those specialty items are associated with CIP Project SC099, Street Safety and Improvement Program, which has allocated $60,000 for pavement marking items. The total amount budgeted in 2023 for pavement marking is $160,000; the requested award exceeds the amount budgeted by $47,479.59. However, due to anticipated underspending in other areas the requested award can be accommodated within the 2023 budget.
