BACKGROUND:

The other related items on the City Council agenda are:

The City maintains approximately 466 centerline miles of road through the annual Street Maintenance Improvement Program (MIP). An important component of the MIP is the resurfacing program which ensures that City streets remain in good condition for the movement of traffic while also protecting the integrity of the roadway base. When resurfacing is delayed, the roadway base begins to deteriorate prematurely resulting in the need for costly and disruptive road reconstruction projects.

 

In 2024, the City will use the Motor Fuel Tax (MFT) funds to complete two street resurfacing programs. The 2024 Roadway Resurfacing - Motor Fuel Tax South will improve streets south of 75th Street. The 2024 Resurfacing Program - MFT North, which was approved earlier this year, will improve the roads north of 75th Street.

 

The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation (IDOT), and the corporate authorities of the municipality must adopt a resolution appropriating the MFT funds.

 

In April 2024, the Transportation, Engineering and Development (TED) Business Group issued Bid 24-019, 2024 Roadway Resurfacing - Motor Fuel Tax South, to contract for the resurfacing of approximately 5.49 miles of various local roads.

The engineer’s estimate was based on contract unit prices from the 2023 street resurfacing programs adjusted for inflation. The low bidder’s price for this program is consistent with the engineer’s estimate.

 

The completion date for this program is September 13, 2024.

The 2024 Street Resurfacing Program is expensed to the account listed below. The 2024 budget for the MIP includes $7,000,000 in the MFT Fund, $3,325,000 in the Road & Bridge Fund and $2,675,000 in the Capital Projects Fund. However, staff is recommending two MFT programs and foregoing a City resurfacing program in 2024.

 

To accommodate this recommendation, staff proposes an amendment to the 2024 budget to transfer portions of the Road and Bridge Fund and Capital Projects Fund budget to the Motor Fuel Tax Fund. The amendment would decrease the Road and Bridge Fund budget by $3,138,379 and decrease the Capital Projects Fund budget by $463,159. The Motor Fuel Tax Fund budget will be increased by those amounts for an amended budget of $10,601,539, which will be sufficient to cover the expenses associated with both the MFT North and MFT South resurfacing projects in 2024. This budget amendment results in no net budget increase. The 2024 MFT resurfacing programs will utilize accumulated cash balance in the Motor Fuel Tax Fund.
