BACKGROUND:

The purpose of this contract is to provide contract workers to assist City departments that are short-staffed or need additional short-term resources to supplement current staff. Specifically, when professional staff may be out for a length of time, a long-term project needs additional support due to limited time or specialized skill requirements, or when a position needs to be filled for other reasons.

 

To ensure continuity of operations, the City contracts with multiple staffing agencies to provide continuous coverage of various positions as feasible. Staffing agencies are able to offer talent from technology skilled staff to general labor, and each agency works with the City to ensure a qualified candidate is placed at a competitive cost.

 

The City has successfully used temporary staffing as an opportunity to vet individuals who are assigned by the agency and then hired into available full-time positions with the City. 

 

DISCUSSION:

In August 2024, the Human Resources Department issued RFP 24-151, Temporary Staffing Services, to select a pool of experienced and qualified vendors to provide temporary staffing services with differing expertise and access to people to fill a variety of positions to ensure departments remain staffed to provide necessary City services.

A selection team comprised of staff from the Human Resources, Finance and Information Technology departments evaluated the proposals, which were scored based on the criteria set forth in the RFP:

 

1.                     Capability, Capacity and Qualifications (45%)

2.                     Suitability and Quality of the Approach (40%)

3.                     Quality Assurance (15%)

 

After reviewing and scoring the proposals, the selection committee interviewed six firms. The selection committee was satisfied with the teams presented in the RFP responses and through the interview process, selecting four firms:

It is the City’s intent to award a term agreement to multiple vendors to ensure coverage for all participating departments when and if the need arises. 

 

The term of each contract is two years from the date of award.  The City may renew a contract for up to three additional years, which will be renewed in one-year increments. 

 

FISCAL IMPACT:

CIP#: N/A

Staffing services costs are expensed to the respective department budgets as the services are utilized. For 2025, a total of $285,000 has been allocated across the Finance, Information Technology, and Transportation, Engineering and Development departments for these services. Any costs exceeding this amount will be offset by savings from personnel vacancies. Future costs will be included in the 2026 budget process.
