BACKGROUND:

One Department of Public Works (DPW) articulated wheel loader was reviewed and approved for replacement by the Fleet Economics Committee and Fleet Services Manager for CY2017. Equipment is evaluated for replacement based on four criteria: age, usage, condition and repair costs. A vehicle must receive a score of 23.0 or greater to be recommended for replacement. The vehicle exceeds the minimum score as shown in the table below.

Unit 240 is a 2002 John Deere 624H four-wheel-drive articulated loader used by DPW -  Operations Division. Unit 240 is used for various loading, earth moving, backfilling, tree/brush lifting/removal and street and sewer repairs. This equipment is also used as part of the leaf collection and snow removal programs. Replacing this piece of equipment reduces the amount of downtime and lowers operational costs.

 

The replacement of Unit 240 was deferred for the past two years. The life-to-date repair costs exceed the replacement criteria, which is more than 78% of the original purchase price of $139,695. The current Unit 240 will be used as a trade-in towards the replacement loader

 

DISCUSSION:

The Department of Public Works - Fleet Services Division (DPW-FSD) recommends the purchase of one Case 721G, four-wheel drive articulated wheel loader. The loader is available on the National Joint Purchasing Alliance (NIJP), an approved cooperative through McCann Industries, Contract No. 032515.

 

The City requested a quote from McCann Industries based on the city’s specifications. McCann Industries quoted the Case 721G in the amount of $368,757, less the NJPA cooperative discount of $145,857 and a trade-in value of $33,000 for a total cost of $189,900 as shown in the table below. The vehicle will be delivered approximately 120 days after receipt of order.
