BACKGROUND:

In March 2023, the Water Utilities issued a request for a quote for Work Order 22-067F seeking to retain the services of a qualified and experienced consultant to survey portions of Springbrook Prairie Forest Preserve, delineate wetlands and wetland buffer zones and identify the anticipated permitting requirements related to excavation and maintenance activities at several specified locations. Crawford, Murphy & Tilly, Inc. (CMT), an approved shortlist vendor, was awarded the work order for these services.

 

Due to their performance on Work Order 22-067F, staff recommended exercising the City’s ability to retain CMT to provide design engineering services for the Springbrook Prairie Sanitary Sewer Rehabilitation.  Design engineering services, Work Order 22-067-0.K.00-WU, included approximately 5,200 feet of 42-inch sanitary interceptor lining, 15 manhole rehabilitations and replacing two existing drop manholes with a nine-foot diameter structure incorporating the IEPX Vortex system.  A Wetland Mitigation Monitoring & Management Plan was also developed by CMT and approved by DuPage County Stormwater Management (DCSM) as part of the Stormwater Management Certification Authorization on February 20, 2026.

 

As part of these work orders, the City has the option to utilize the services of the successful vendor for future phases.

 

DISCUSSION:

Due to the successful execution of Work Order 22-067-0.K.00-WU and to maintain project continuity and efficiency, staff recommends that the City exercise its authority to retain CMT and award Work Order 22-067-WATER-26-06 to provide construction management services for the Springbrook Prairie Sanitary Sewer Rehabilitation.

 

In addition to construction management services, Work Order 22-067-WATER-26-06 also includes execution of the Wetland Mitigation Monitoring & Management Plan noted in the Background section above.  This plan consists of a 3-year maintenance and monitoring period, including yearly inspections with the County, coordination with the contractor on remedial restoration, and submission of the necessary reports and documentation to the County. 

 

The term of the contract is approximately 57 months from the date of award through December 31, 2030.

Construction Engineering Services for the Springbrook Prairie Sanitary Sewer Rehabilitation will be charged to the Architect and Engineering Service account listed below. Construction engineering services for this project were included under 41251500-551502 in the 2026 Budget, but will instead be expensed to 41251500-531301. The 2026 Budget includes $180,000 for construction engineering services under this project. The award amount can be accommodated within the 2026 Budget. Future years will be budgeted accordingly.
