BACKGROUND:

The Northwest Wastewater Pump Station and associated 20-inch duct iron force main were constructed in 1993 with the purpose of pumping wastewater from the northwest portion of the City of Naperville and all wastewater flow from the City of Warrenville to the Springbrook interceptor. From there, the wastewater is transported to the Springbrook Wastewater Treatment Plant. 3.6 million gallons of wastewater are pumped from the Northwest Wastewater Pump Station and its 20-inch force main daily.

 

In 2023, the Water Utility contracted with RJN Group to perform an internal pipeline condition assessment of the Northwest Pump Station 20-inch force main. The inspection of the force main revealed significant diameter restrictions and high-risk anomalies, suggesting potential leaks. The inspection report prepared by RJN recommended cleaning, structural rehabilitation or replacement of the force main, and the installation of additional air relief structures for the existing force main.

 

In January 2024, Water Utility crews preformed an external condition assessment to all of the valve structures and manholes associated with the 20-inch force main. The inspection revealed that the force main discharge manhole has deteriorated from hydrogen sulfide gas and will also have to rehabilitated.

Visu-Sewer of Illinois submitted the low bid for the project at $2,014,412. Staff believes the low bid submitted is reasonable for performing the work as specified. Visu-Sewer has successfully completed other projects with Water Utilities and has performed work of similar scope and magnitude to the current project.

 

When this project was originally budgeted in 2023 for construction in 2024, it was assumed the 20-inch force main would be rehabilitated with a cured-in-place liner at approximately $700,000. After the Water Utility reviewed all the inspections, the scope of the project expanded to include structure replacements, structure rehabilitations, complex excavations, cured-in-place pipe installation and other items not originally budgeted.

 

Due to the current condition of this asset, and to avoid the potential failure of the pipeline, staff recommends awarding this bid now. Any failures of this pipeline will result in wastewater overflowing into yards, streets and waterways resulting in violations of our IEPA NPDES permit. The Water Utility will adjust the 2025 CIP budget to cover the additional cost for this critical project.

 

The completion date for this project is April 30, 2025.

Rehabilitation costs related to the referenced project are expensed to the account number listed below. In 2024, staff allocated $700,000 as part of the Water Capital Improvement program related to this project. The 2025 Capital Improvement Plan will be adjusted to cover the additional costs required for these repairs. Due to the critical nature of this infrastructure, staff recommends approval of the award and will monitor the budget to ensure compliance with budgetary guidelines.
