BACKGROUND:

FME is an integration tool for spatial and non-spatial data to allow for automation and centralization of data workflows for extracting/loading/transforming between applications and databases. This tool provides several key benefits:

 

                     Automate the upload of the City’s Open Data website, including GIS data

                     Automatically create needed Service Requests and Work Orders in Cityworks

                     Replace standalone scripting packages with a centralized automation repository

 

Since implementing FME in 2021, the City has realized numerous benefits from the tool:

 

                     Eliminated many hours of manual data entry across departments

                     Automated the daily upload of over 30 types of data to the City’s Open Data site

                     Automated the creation of over 2,000 Electric Meter Service requests in Cityworks

                     Implemented citizen-driven requests for reporting/requesting tree trimming, forestry work, and damaged mailboxes

 

DISCUSSION:

If the use of the FME tool were to be discontinued, many departments (especially Electric, Water, and DPW) would be significantly impacted by having to resort back to manual entry of Cityworks Service Requests and Work orders.

 

FME is the only integration and automation software that specializes in spatial data type workflows leading to it being the only choice for the movement of data for GIS and Cityworks. The IT department is requesting approval for the continued use of the FME tool under a Sole Source procurement for a period of one year.

 

The term of the contract is from September 1, 2024, to August 31, 2025.

The requested award is expensed to the Software and Hardware Maintenance account listed below. The budget included $25,000 for this software renewal. The expense is accommodated within the budget.
