BACKGROUND:

Core & Main LP, an authorized distributor of Sensus USA, Inc., provides for the integration of Sensus software with the City’s various IT systems and the purchase of equipment and infrastructure that allows for the wireless transmission of water reads.

 

On September 1, 2020, the City Council awarded Contract 19-214 to Core & Main LP to install AMI hardware, including meter interface units (MIUs) and data collection units (DCUs), AMI head-end, and integration of the City’s meter data management system (MDMS) and associated software for a complete system. The licensed AMI software responsible for collecting read information is installed on-premise on servers maintained by Electric Utility staff.

 

 

DISCUSSION:

The software as a service (SaaS) model provides numerous benefits to the Water Utility and our customers including constant system monitoring by Sensus Professionals to ensure 99.99% availability and reliability. The SaaS model would allow the Utility to meet future needs by integrating with additional software applications that monitor the distribution system pressure and detect system leaks.  These applications are not otherwise available with the current licensed software.  

 

The SaaS model will apply advanced analytics to real-time data, assisting the Water Utility with the goal of using Predictive Maintenance to reduce water system downtime and create more efficient maintenance protocols. Also, these new applications will assist the Water Utility with the goal of reducing Non-Revenue Water Losses (NRW).

 

Water identified the purchase as a Sole Source procurement because Core & Main - Illinois is the exclusive authorized distributor of Sensus Products and Services in the area.

 

If the Sole Source was not approved, the Water Utility would have to use equipment and software from several other suppliers. This would be a time-consuming and less efficient process to achieve the same goal.  

 

The term of the contract will be from date of award to October 31, 2024.

 

 

FISCAL IMPACT:

CIP: WU020

 

Sensus RNI SAAS is expensed to the account number listed below. For 2024 Staff included  the SAAS implementation costs for new models under the AMI system as part of the Capital improvement program. The one-time implementation cost is listed as part of WU020 - Water Metering Program for a proposed budget of $950,000. Staff will include all recurring annual maintenance costs for future years within the respective budget cycles.

 

Pending council approval, the requested award is expected to be within budget.
