BACKGROUND:
The Sanitary Sewer Manhole Rehabilitation program began in 2000. The program is part of the following requirements:
• Illinois Environmental Protection Agency (IEPA) required Capacity, Management, Operations and Maintenance (CMOM) plan.
• Ten-year Infiltration and Inflow Reduction Program under Naperville’s National Pollutant Discharge Elimination System (NPDES) permit IL0034061.
Naperville's proactive approach to combating infiltration and inflow (I&I) into the sanitary sewer system has yielded positive results. Areas where Sanitary Sewer Rehabilitation has been performed, infiltration and inflow has been reduced as much as 67%.
The Water Utilities issued Bid 23-256 seeking a contractor to rehabilitate 50 existing sanitary sewer manholes, most of which are old brick or concrete block manholes. The bid specifications require installation of a non-cementitious coating to all interior surfaces including channel, bench, barrel, cone and chimney sections of the manhole. Over the past 24 years, the specified coating product has withstood winter freeze-thaw cycles without cracking. The no-dig process creates a manhole liner that seals out stormwater induced infiltration and ground water inflow. The majority of manholes included in the bid are located in the East and West Highlands, the Meadows, and Iroquois Center areas.

After meeting with Conco Spray Solutions LLC on 1/15/2024 and confirming project specifications, staff recommends to award Conco Spray Solutions LLC being the lowest responsive bidder.
Term of contract is from date of award through final completion date of October 15, 2024, and contract closeout date of December 1, 2024.

Rehabilitation of sanitary sewer manholes is expensed to the account number listed below. A total of $790,000 has been approved as part of the Water Capital Program for this project in 2024. The requested award is within budget
Manhole rehabilitations are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $790,000 is budgeted for sanitary sewer system rehabilitations in 2024. The requested award including the contingency amount is within budget.
