BACKGROUND:
Water Utilities owns and maintains a 2,300 ft segment of large-diameter sanitary sewer along the east bank of the DuPage River West Branch. The structural integrity of this sewer is threatened by ongoing riverbank erosion. While the pipe is not in immediate danger, it has been a priority of Water Utilities to prevent ongoing erosion and ensure the pipe is protected for the indefinite future.
In June 2022, the Water Utilities issued Bid 22-137, South Central Interceptor Stabilization Project Stage 2, to hire a contractor to restore various segments of the bank. Segments of the project are between 75th Street and Abrahamson Court, and Gartner Road to Santa Maria Court. Work will take place on properties owned by the DuPage County Forest Preserve District, Naperville Park District, Northwestern Medicine, and several private properties.
This will be the second and final stage of the larger interceptor stabilization project. The first stage was completed in October 2020 and is currently in the DuPage County wetland monitoring phase.

The low bid of $1,448,050 is 3.8% lower than the engineer’s estimate of $1,504,900. V3 Construction Group is a capable contractor with a known history of successfully completing projects of similar scope.
The substantial completion date of the contract is December 31, 2022.
FISCAL IMPACT:
CIP: WW001 - South-Central Interceptor Bank Stabilization
Construction costs for the South-Central Interceptor Bank Stabilization is expensed to the infrastructure account listed below. A total of $800,000 was budgeted for this service in 2022. Though the requested award exceeds the budget for this time, the overage can be accommodated within the broader CIP for the Water Utility. The requested award is facilitated within budget.
