BACKGROUND:
The sanitary sewer in the East Highlands subdivision consists of an eight-inch sanitary gravity main, manholes, and six-inch sewer service lines. It was originally installed in 1959 and rehabilitated with pipelining in 2005. The current sewer has the following issues:
1. The pipe is vitrified clay pipe (VCP) and has reached the end of its lifespan.
2. Several sections of the clay pipe are back pitched due to the originally shallow sewer depth and additional sewer extensions made over the years.
As a result, the existing sanitary sewer has capacity issues and is no longer able to function adequately under current conditions.
In November 2025, the Water Utilities Department issued Bid 25-206, East Highlands Sanitary Sewer Replacement - Phase I. The project includes filling and abandoning the existing 8-inch sanitary sewer and manholes and installing approximately 3,500 linear feet of new eight-inch sanitary sewer, manholes, and additional six-inch sanitary service lines along Hillside Road, Willow Road, Melody Lane, and Maple Lane.
The work also includes driveway removal and patching, pavement patching, curb and gutter removal and replacement, inlet protection, temporary pavement patching, traffic control and protection, and landscape restoration. In addition, the scope includes construction of a new lift station, along with associated electrical and civil work.

The lowest bidder, Winninger Excavating, Inc., has no previous experience with the City of Naperville. In addition, their bid amount is significantly lower than that of the second-lowest bidder. Staff reviewed the company’s project references and found that they have successfully completed several similar projects for municipal agencies, including the Metropolitan Water Reclamation District of Greater Chicago (MWRD) and the City of Yorkville. Staff also conducted a pre-award interview with the firm’s key staff. Based on these discussions, staff believes the contractor is capable of completing the project.
Staff recommends Winninger Excavating, Inc. for the award as the responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The anticipated completion date is May 31, 2027.
FISCAL IMPACT:

Costs related to Phase I of the East Highlands Sanitary Sewer Replacement Project are expensed to the Infrastructure account listed below. The 2026 Budget includes $2,500,000 for construction, with another $750,000 planned for 2027. The presently allocated funds for 2026 are sufficient for this award, and the department will ensure 2027 funds are budgeted appropriately.
