BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 22-004 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that developed over the winter months. This maintenance program prolongs the life of streets, ultimately saving money.

Bids were received from the following vendors:

Vendor Name

Proposed Cost

Engineer’s Estimate

$547,680.00

Geneva Construction Company

$578,005.00

JA Johnson Paving Company

$678,000.00

Chicagoland Paving Contractors, Inc.

$725,000.00

Brothers Asphalt Paving, Inc.

$750,590.00

Schroeder Asphalt Services, Inc.

$967,495.00

The Engineer’s Estimate is based on the contract unit prices from the 2020 and 2021 patching programs, adjusted 5% to account for inflation. The low bid is within 5.5% of the engineers estimate. Increased costs from vendors can be attributed to the increase in cost of materials and fuel required to produce hot-mix asphalt.

The completion date of this project is September 30, 2022.
