BACKGROUND:

The Naper Boulevard Stormwater Lift Station was installed in 1985 with the purpose of preventing Naper Boulevard from flooding during rain events at the Burlington-Northern Rail Tracks. The lift station has a design capacity of 3950 GPM and consists of a wet well, three submersible pumps, and pump control systems. The original three pumps were replaced with the current three 50-hp submersible pumps in March 2006. Currently, all three pumps' guide rails are either missing or corroded, which prevents the pumps from being pulled out for maintenance. Additionally, the pump electrical cables are stiff and dry-rotted, raising safety concerns.

 

In February 2023, the Water Utilities issued Bid 22-277 for the Naper Boulevard Stormwater Lift Station Rehabilitation project. The project includes replacing the existing three submersible pumps, guide rails, piping, wet- well hatches, and installing new cables and conduits. The project will also include the installation of new sidewalks to access the wet well and associated retaining walls. Furthermore, the project will replace the existing VFDs and upgrade the pump control system.

The staff has checked Martam Construction, Inc.'s references and found that they have successfully completed multiple pump stations of similar size within the last five years. Therefore, their qualifications meet our expectations. The staff recommends awarding the project to Martam Construction, Inc.

 

The completion date for this project is February 15, 2024

Rehabilitation of the Naper Boulevard Stormwater Lift Station is expensed to the account number listed below. The project falls under the management of the Department of Public Works, for a total budget of $1,500,000 in 2023. The requested award including the contingency is accommodated within the budget. Future project costs will be budgeted accordingly.
