BACKGROUND:

A Department of Public Works brush chipper was reviewed by the Fleet Economic Committee and Fleet Service Project Manager and approved for replacement in the 2018 budget.  Vehicles and equipment are evaluated for replacement based on four criteria: age, usage, condition and repair costs.  A vehicle must receive a score of 23.0 or greater to be recommended for replacement.  The vehicle exceeds the minimum score as shown in the table below.

DISCUSSION:

The Department of Public Works - Fleet Services Division recommends the purchase of one 2019 Peterbilt Model 348 cab and grapple truck chassis.  The new grapple truck will replace Unit 884, a Morbark chipper.  A grapple truck is a safer alternative to the manual chipper.  A chipper requires a person to manually lift and guide a limb or log into the running chipper verses the grapple which lifts the landscape material into the truck bed for transport.  The landscape material will be transported and burned in the City’s burn box.

 

The new Peterbilt Model 348 will maintain conformity in the City’s fleet, which minimizes operational, inventory, service, repair, safety and training costs.  The Peterbilt grapple is available on the National Joint Powers Alliance (NJPA) Cooperative, an approved cooperative, through JX Enterprises, Inc., Contract No. 081716-PMC.

 

Using the City’s specifications, JX Enterprises, Inc. has quoted the 2019 Peterbilt Model 348 grapple truck in the amount of $216,510. It will be delivered in approximately 100 days.

The current Unit 884, Morbark chipper, will be sold through one of the City’s auction vendors.

The 2019 Peterbilt Model 348 Grapple Truck is expensed to the vehicles and equipment account below.  A total of $213,000 has been budgeted for the replacement of Unit 884 in CY2018.  The slight overage will be offset by savings from other vehicles purchased.
