BACKGROUND:
Unit 322 qualified for replacement in 2019. However, the purchase was deferred for replacement until 2020 by the Fire Department during the 2019 budget process. A vehicle must receive a score of 28.0 or greater to be recommended for replacement; Unit 322 exceeds the minimum score as shown in the table below:

DISCUSSION:
Unit 322 is a 2006 Pierce Dash quint used by the Fire Department in emergency situations to transport firefighter paramedics to the scene of a fire, rescue operation, vehicular accident and other emergencies. Once on the scene, the ladder trucks are used as multipurposed specialty vehicles. The ladder trucks have the capability of reaching elevated surfaces on every structure within the City, are equipped with extrication equipment and can deploy a hose and carry a limited amount of water to facilitate a fire attack when necessary.
The typical lifespan of a ladder truck is 19 years depending upon usage and condition. Although the unit has not reached the end of its useful life in years, the extensive high hour usage and increased repair costs warrant the replacement of the unit. The timeline for the manufacture and delivery of a ladder truck is typically ten to twelve months.
Whenever a new fire engine or ladder truck qualifies for replacement, an apparatus committee is formed with personnel from the Fire Department and Department of Public Works - Fleet Services to develop the vehicle specifications. In order to maintain fleet conformity, the committee presented the specifications to Pierce and E-One to provide cost proposals for the new vehicle. Using the City’s specifications, Global Emergency Products, the local distributor for Pierce, quoted the ladder truck in the amount of $1,350,000. The replacement unit will be a 2020 Pierce Velocity and will perform the same duties as the current unit. The new unit will be delivered in approximately 12 months.
The purchase price of a ladder truck increases by an average of 3% per year due in part to inflation and rising costs of raw materials and components required to manufacture the unit. Executing a purchase order in 2019 will save the City the 3% rise in cost anticipated for 2020.
The existing unit will remain in the Fire Department fleet and move from front line status to reserve status.
The ladder truck is available on the Sourcewell Cooperative Contract # 022818-PMI, an approved cooperative contract, through Global Emergency Products, for $1,350,000.

Fire engine purchases are expensed to the vehicles and equipment account below. The replacement of Unit 322 was deferred by staff to the 2020 budget year during the 2019 budget process. Due to the time needed to manufacture the replacement of Unit 322, staff recommends Council authorize this purchase. Therefore, $1,350,000 will be included as part of the 2020 budget proposal to fulfill the obligations of this award.
