BACKGROUND:
The City currently maintains approximately 500 centerline miles of road through the annual Street Maintenance Improvement Program (MIP). An important component of the MIP is the resurfacing program, which ensures City streets remain in good condition for the movement of traffic while also protecting the integrity of the roadway base. When resurfacing is delayed, the roadway base begins to deteriorate prematurely, resulting in the need for costly and disruptive road reconstruction projects.
The Transportation, Engineering and Development Business Group (TED) will conduct two street resurfacing programs this year. The first program, using state motor fuel tax (MFT) funds, was awarded in April 2026. The second program uses City funds and is subject to this request.
DISCUSSION:
On April 23, 2026, TED issued Bid 26-007, 2026 Street Resurfacing Program - Local, seeking qualified vendors to resurface approximately 5.16 miles of various roadways. This work also includes the removal and replacement of two culvert structures crossing Naper Boulevard near Bailey Road and Orleans Avenue. Replacement of these structures is necessary before paving Naper Boulevard due to their poor condition.

The apparent low bidder at the time of bid opening was Brothers Asphalt Paving, Inc. As noted in the bid documents, this contract required IDOT pre-qualifications in the following categories: 003-HMA Paving Plant, 009-Structures, and 014-Electrical. Brothers Asphalt Paving, Inc. does not hold these required pre-qualification certificates and did not provide documentation of a team to satisfy those requirements.
Staff recommends awarding the contract to K-Five Construction Corporation as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified). K-Five has proposed a team that holds pre-qualification certificates for all required categories.
The completion date of this project is November 16, 2026.

Street resurfacing will be charged to the Infrastructure accounts listed below. The 2026 Budget includes a total of $5,500,000 for MP009 and $1,100,000 for SW042, split between the Road and Bridge and Capital Projects funds, for a total budget of $6,600,000. The requested award of $5,005,130 is within the budget amount.
