BACKGROUND:
The Summerfield Lift Station was installed in 1994 and includes a dry well and valve well, two five-horsepower submersible sanitary pumps, one backup generator and one motor control center. The design flow rate is 280 gallons per minute with a maximum capacity of 380 gallons per minute. The lift station serves approximately 93 acres and 1,100 people. Due to aging equipment, the lift station is due for rehabilitation to ensure safe and reliable wastewater conveyance.
In March 2022, the Water Utilities issued Bid 22-020, Summerfield Lift Station Rehabilitation. The project will replace the existing standby generator, automatic transfer switch and associated cables, conduits, control and monitor system. The project also includes replacing existing sewerage pumps, guide rails and well hatches, installation of a mixer and upgrading the associated control system, wires, and conduits. Work also includes the installation of variable frequency drive systems, a new control enclosure and associated outside earthwork and concrete pads.

Integral Construction attended the pre-bid meeting but did not submit a bid. The Integral Construction estimator informed Procurement Staff they had two other larger bids due on the same date and would not be able to complete the project. Integral Construction did provide an estimate of $593,200. Also, prior to the pre-bid, Keno and Sons Construction and Manusos Construction advised they would not be bidding.
Marc Kresmercy Construction, LLC has expertise in lift station rehabilitation and successfully completed past lift station rehabilitation projects for the City. Staff recommends award of the project to Marc Kresmercy Construction, LLC.
The completion date of this project is December 15, 2022.
FISCAL IMPACT:

The Summerfield Lift Station rehabilitation is expensed to the Infrastructure account listed below as a part of the Sanitary Sewer Lift Station Rehabilitation Program (WW034). A total of $2,275,000 is budgeted for the program in 2022. The Summerfield project was estimated to cost $225,000 when the budget was established. That estimate was based on similar projects completed in the past. The final engineer's estimate better reflects current market conditions and an expanded project scope to include the generator replacement. The requested award of $433,500 can be accommodated within the total program budget as several other projects within the program have been identified for deferral.
