BACKGROUND:
The Water Utilities operates and maintains 17 water supply sites throughout the city. In accordance with the Illinois Environmental Protection Agency regulations, these sites are secured by fencing to prevent unauthorized access in various forms. Specifically, Title 35, Subtitle F, Chapter 1, Section 604.170 holds that, “Fencing, Locks on tank hatches or other necessary precautions must be provided to prevent trespassing, vandalism, and sabotage.”
Beginning in July 2024, in support of the City’s priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, the Water Utilities conducted visual security vulnerability assessments at all sites. It was determined that several sites needed replacement or rehabbed fencing while other sites needed new fencing installed as well as additional security measures on the buildings.
In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined price.
DISCUSSION:
Starting in July 2024, the Water Utilities conducted visual security vulnerability assessments at all water supply sites. It was determined that several sites needed fencing replaced or rehabbed and some sites needed fencing installed. Also, some sites required additional security measures installed on the buildings.
Northeast Water Works supplies water to the northeast portions of the City. This site includes a 2,000,000-gallon reservoir, pressure adjusting station, pump house, emergency standby well, and water intake from the DuPage Water Commission.
During the assessment, it was determined that 589 feet of fencing and 400 square feet of retaining wall will need to be replaced in order to improve the security of this critical site.
The term of this contract is from the date of award to November 1, 2025.

CIP #: WW033 - Site Security Improvements
This project is expensed to the account number listed below as part of the Water Capital Improvement Program for which a total of $359,740 has been approved for 2025. The five-year project cost is estimated at $1.03 million. The requested award is within budget.
