BACKGROUND:
The North Aurora Road Underpass at the CN Railroad project (CIP# BR005) will reconstruct and widen an existing railroad bridge to accommodate widening the roadway between Pennsbury Lane and Frontenac Road from one lane in each direction to two lanes in each direction with a median. A five-foot wide sidewalk will be constructed along the north side of the road and an eight-foot shared-use path will be constructed along the south side of the road throughout the project limits. The total length of this roadway segment (Pennsbury Lane to Frontenac Road) is approximately 0.42 miles. The project spans multiple jurisdictions and is a joint effort between the City of Naperville, the City of Aurora, and Naperville Township.
On April 25, 2025, IDOT will open bids for the construction of the North Aurora Road Underpass project. Construction is expected to begin in the summer of 2025.
The estimated construction cost for the project is $44,802,316. The construction and construction engineering costs will be paid using Federal Surface Transportation Program (STP) Funds in the amount of $25,005,972, State Illinois Commerce Commission (ICC) Grade Crossing Protection (GCPF) Funds in the amount of $15,000,000, and Local Share Funding in the amount of $4,796,344. The City appropriated $2,000,000 of Rebuild Illinois (RBI) dollars to the City’s share of construction and construction engineering costs.
Rebuild Illinois Capital Program Funds
In 2020, IDOT began distributing grants from the Rebuild Illinois Capital Program as special disbursements in the Motor Fuel Tax Fund. These funds have been distributed to local agencies for use on capital transportation projects. The City’s total allocation from this program is $9,717,469.32. So far, $8,600,000 has been allocated to various City projects. Funds for the program must be obligated by July 1, 2025.

DISCUSSION:
Staff recommends approving the attached supplemental resolution for $817,469.32 in Rebuild Illinois funds for the City’s share of the construction costs. Combined with the City of Aurora and Naperville Township’s contribution, this amount should be adequate to cover the anticipated local share of the project.

The originally appropriated $2,000,000 in Rebuild Illinois funds will be applied to the City’s share of the construction costs for improvements to North Aurora Road Underpass project. The requested supplemental $817,469.32 will be applied in the same manner. The costs noted above will be expensed to the following accounts within the Motor Fuel Tax Fund, which is where the Rebuild Illinois funds are held. All remaining costs will be expensed to the Capital Projects Fund.
