BACKGROUND:
The Washington Street Bridge located in downtown Naperville crosses the West Branch of the DuPage River between Aurora Avenue and Chicago Avenue. The original structure was constructed in 1928 and the superstructure was replaced in 1977. In order to improve the safety and extend the life of the bridge, a feasibility study was completed in 2014 to evaluate design alternatives for the rehabilitation or replacement of the Downtown Washington Street Bridge. The report recommended that the existing bridge be replaced.
In order to fund the project, the City applied for assistance through the Federal Bridge Program - STP-BR (Surface Transportation Program - Bridge) and obtained approval from the Illinois Department of Transportation (IDOT) to perform the project. The Surface Transportation Program (STP) is a federal program which provides funding for projects that preserve and improve the conditions and performance on various transportation facilities. The federal bridge program is a great program, covering up to eighty percent of the cost for the design and construction of the new bridge. The preliminary and design engineering have been completed and this award is for the selection of construction engineering services.
Because federal STP funding will be used for the Downtown Washington Street Bridge Improvements project, a Quality-Based Selection (QBS) process is required for the consultant selection.

A selection team comprised of staff from the Transportation, Engineering and Business Development Group, Department of Public Utilities - Water and Electric evaluated the responses, which were scored based upon the criteria set forth in the RFQ:
1. Qualifications and experience of potential personnel to perform the required
observation and inspection of project in accordance with general industry engineering standards established by the Illinois Department of Transportation (IDOT) (20%).
2. Qualifications and experience in the construction inspection of projects involving
bridge improvements and intersections and roadways, utility improvements etc.,
including layout control, construction staging, and traffic control and protection
measures (35%).
3. Qualifications and experience related to providing liaison functions to facilitate
coordination of contractors, utilities, developers, other agencies and property owners engaged or affected by the project (15%).
4. Qualifications and experience required providing Quality Assurance services in
accordance with IDOT QC/QA practices and procedures. (10%).
5. Qualifications and experience related to projects receiving Federal funding dollars (STP, BRRP, CMAQ, etc.). (10%)
6. The completeness of the proposal will also be evaluated. This will assess spelling, grammar, accuracy and adherence to requirements outline in the RFQ. (10%)
After review and scoring of the responses, the selection committee invited the top four vendors, Ciorba Group, Civiltech, Thomas Engineering and TranSystems, to attend interviews/conduct demonstrations. Following the completion of the interviews/demonstrations, the selection committee rescored the vendors. The vendor with the highest qualification score, Civiltech Engineering, Inc., is recommended for award. The table below provides a summary of the final qualification scores:

The drafted Construction Engineering Agreement has been submitted to IDOT and is currently under review. As part of the IDOT review and approval process, a joint funding agreement for construction and construction engineering is required when local agencies are involved in projects that are financed in whole or in part with State and/or federal funds. The resolution approving the joint funding agreement with the Illinois Department of Transportation for construction and construction engineering services is included in agenda item 22-1028.
As one of the requirements of joint funding agreement, the local agency (the City) shall attest that sufficient funds have been appropriated or reserved by resolution or ordinance to pay the City’s share of the project costs, therefore the resolution with agenda item 22-1028 also includes a section approving the appropriation of funds
Federal participation for construction engineering service is 80%. The City will pay the engineering services cost up front and will get the 80% reimbursed through IDOT. Therefore, the City needs to budget for the entire construction engineering services cost.
The draft Construction Engineering Agreement is currently under review by IDOT. IDOT will make comments and may request minor adjustments to the final approved scope and fees. In the Joint Funding Agreement with IDOT, the estimated cost for construction engineering services is $1,053,000; Therefore $1,053,000 will be budgeted for construction engineering services.

The Downtown Washington Street Bridge Project construction engineering will be expensed to the Architect and Engineer Services account listed below. In 2022, $430,000 is budgeted for construction engineering on this project. The additional $623,000 will be included in the 2023 budget.
