BACKGROUND:
In 2011, left turn lanes were constructed on Mill Street at Commons Road in conjunction with the Naperville Park District's Nike Park Expansion project. With the recent development of the properties on the northwest and southwest corners of Mill Street and Commons Road, traffic signal warrants have been met for this intersection.
Construction of this new traffic signal is included in the CY2018 Capital Improvement Program as CIP# TC166. The CIP page is attached.
DISCUSSION:
The DuPage County Division of Transportation has jurisdiction of Mill Street between Warrenville Road and Ogden Avenue and has agreed to approval for the installation of a traffic signal at this location.
The Resolution and Intergovernmental Agreement are attached. The City and DuPage County will each be responsible for 50% of the annual operation and maintenance costs. DuPage County and will retain the ultimate authority regarding operations and maintenance of the traffic signal.
In May 2018, the Transportation, Engineering and Development Department (TED) issued Bid 18-116 seeking vendors to provide a traffic signal located at Mill Street and Commons Road. Request for approval of that award will be brought to the next City Council meeting.
FISCAL IMPACT:
CIP Project Number: TC166 - Mill Street and Commons Road Traffic Signal.
The total construction cost for the project is estimated to be $350,000. After accounting for reimbursements from the Park District and adjacent developments, there will be no cost to the City for the signal installation project.
The City’s annual operations and maintenance costs for the traffic signal will be approximately $1,500.
