BACKGROUND:

The City of Naperville currently operates an OpenSky Land Mobile Radio (LMR) System from L3Harris that was implemented in 2008-2009.  The OpenSky system is being phased out by the vendor and the current maintenance contract ends in April 2025. 

 

In addition to OpenSky being phased out, the City needs to resolve reliability and coverage concerns regarding how the radio system performs today for public safety in order to better meet the critical communication needs of Police, Fire, and EMS personnel.

 

The implementation of a replacement radio network is complex and can take approximately two years. Staff solicited proposals from experienced and qualified independent consultants to partner with the City to provide direction, analysis, designs, and recommendations for upgrading the public safety radio system to a P25 standards network.

 

The selected consultant’s primary responsibilities will include:

 

1.                     Phase 1: Infrastructure and needs assessment, feasibility analysis, and preliminary design and cost

 

The City is already gathering proactive proposals from L3Harris and Motorola so the consultant should compare and understand the differences between their own assessment and what the vendors are providing.

 

2.                     Phase 2: Detailed design, invitation to bid development, contractor selection, and procurement

 

3.                     Phase 3: Implementation and project management

Proposals were received from the following vendors:

A selection team comprised of staff from the Police Department and Fire Department evaluated the proposals, which were scored based upon the criteria set forth in the RFP:

 

1.                     Capability, Capacity and Qualifications of the Firm (50%)

2.                     Suitability and Quality of the Approach/Methodology (30%)

3.                     Milestones and Deliverables (10%)

4.                     Outcomes to be Achieved (10%)

 

After review and scoring of the proposals, the selection committee invited the top two vendors, Federal Engineering, Inc. and Tusa Consulting Services II, LLC, to attend interviews. Following the completion of the interviews, the selection committee rescored the vendors. 

 

The vendors submitted fee proposals.  The fee proposals were opened, and the quality-adjusted costs were calculated:

Per the RFP document, Tusa Consulting Services II, LLC, the vendor with the lowest quality adjusted cost is recommended for award. 

 

FISCAL IMPACT:

 

CIP#: LR080 - Public Safety Land Mobile Radio Network

 

Consultation service for the Land Mobile Radio Network is expensed to the account number below as part of the 2023 Capital Improvement Program. A total of $1.0M is included in the budget for the analysis and design of the network. The requested award of $194,620 is within budget.

 

The full system upgrade is estimated at $20 million for which applicable costs and awards will be budgeted appropriately based on project needs.
