BACKGROUND:
In October 2021, the Transportation, Engineering and Development (TED) Business Group issued RFP 21-243, Consulting Services - Soil and Material Testing, to seek the services of a qualified consulting engineering firm to perform soils and materials testing in connection with public infrastructure improvements, State Motor Fuel Tax (MFT) funded projects and new development projects. These services are utilized by TED, the Department of Public Works, and the Department of Public Utilities - Water.

Proposals were received from the following vendors:

A selection team comprised of staff from TED and Water evaluated the proposals, which were scored based upon the criteria set forth in the RFP:
1. Qualifications of the Offeror (35%)
2. Capability and Capacity (20%)
3. Quality of the Approach (35%)
4. Quality of the Proposal (10%)
After review and scoring of the proposals, it was determined Midland Standard Engineering & Testing Inc. was non-responsive due to not currently having IDOT pre- qualification, which was a mandatory requirement of the RFP. The RFP also stated that the proposer with the highest qualification score would be invited for an interview to verify their qualifications and capacity. Based on the proposal qualification score, NASHnal Soil Testing, LLC scored the highest and was invited to interview. Staff found them to be capable and qualified to perform all services.
The vendors also submitted cost proposals as part of RFP. The cost proposals were based on a sample scope of work and the rates submitted. The fee proposals of the two responsive firms were opened, and the quality adjusted costs were calculated as follows:

Per the RFP document, NASHnal Testing, the vendor with the lowest quality adjusted score is recommended for award. The award amount is a two-year estimate based on unit pricing submitted.
The Contract will be effective from January 1, 2022 through December 31, 2023 with three one-year renewal options.

Soil and material testing is expensed to the Infrastructure and Other Professional Services accounts listed below. This work is related to MP009 - Street Maintenance Improvement Program and WU004 - Water Distribution System Rehab/Replacement, of which $12,000,000 and $7,941,000 were respectively budgeted in 2022. Additionally, there is $10,000 budgeted for this expense in Public Works. The requested award is within the budgeted amount for this expense.
