BOARD/COMMISSION REVIEW:
Staff presented the proposed local amendment to the 2024 International Fire Code (IFC) to the Building Review Board (BRB) at the October 15, 2025 meeting. The Board requested clarification regarding S-2 parking garages; specifically, if an S-2 parking garage was commercial and the amendment was not related to residential parking garages. Dudash confirmed the amendment was only related to commercial parking garages. There was no public testimony.
BACKGROUND:
Title 5 of the Naperville Municipal Code outlines the City’s building regulations. Every six years or as required, the City adopts the then current applicable state, national and/or international building codes with or without local amendments.
Significant Changes and Amendments
A complete matrix highlighting the significant changes identified for each code section is attached. Within the attached table, an analysis is included for each code change, including whether the change is more or less restrictive, as well as the potential impact on cost and safety.
Where reasonable and consistent with City policies, staff recommends the adoption of the ICC set of codes as presented. However, there are items that do not meet these criteria and are therefore proposed as a local amendment. The significant changes and the proposed local amendment to the International Fire Code (IFC) is provided below.
DISCUSSION:
Staff identified no significant changes to the 2024 IFC in the attached matrix. However, staff is recommending a local amendment to delete Section 903.2.10 in its entirety and to replace it with the following language.
Section 903.2.10 requires automatic sprinkler systems for Group S-2 parking garages when they exceed certain fire area thresholds (12,000 sq ft for enclosed, 48,000 sq ft for open), or when an enclosed garage is located beneath other occupancies (except for Group R-3 occupancies).
The Fire Department would like to replace Section 903.2.10 with the following language: All new parking garages per the National Fire Protection Association (NFPA) 88A shall be sprinklered.
Staff recommends BRB recommend City Council adopt the 2024 IFC with the proposed amendment to Section 903.2.10 in addition to existing amendments.
