BACKGROUND:

City Council members serve as representatives for the entire Council and provide accurate information in their official capacity. The representative is an ex officio, non-voting member of the board or commission, unless specifically granted voting power, and is not counted for the purpose of establishing a quorum unless specifically stated as such in the Municipal Code. 

 

Initially, representatives were assigned only to those boards that had a direct relationship to revenue and expense items within the City’s budget (Naper Settlement Museum Board, Board of Library Trustees, Financial Advisory Board, Public Utilities Advisory Board, Sister Cities Commission, Riverwalk Commission).

 

DISCUSSION:

Over time, City Council representatives have been added to the Advisory Commission on Disabilities, Human Rights and Fair Housing Commission, Special Events and Community Arts Commission, Historic Preservation Commission, and Emergency Telephone System Board.

 

As part of this year’s board/commission appointment process, the Municipal Code was reviewed and staff found that a text amendment updating the Municipal Code to reflect these appointments was necessary. The text amendment is attached.

 

Approval of City Council Representatives

The Municipal Code also requires that representatives be approved by a majority of the City Council.  The list of proposed representatives is included as Item 2 of this agenda item for approval.

 

Open Meetings Act Requirement

In addition to codifying the boards and commissions that require representatives and having the City Council approve those representatives, these boards and commissions must also comply with the policies of the State of Illinois Open Meetings Act (OMA) including, but not limited to, procedures and requirements regarding quorums, meeting notice, accessibility to the public, and record-keeping.

 

Task Forces and Partner Organizations

A number of task forces and partner organizations provide information to the City in addition to the codified boards and commissions listed above. While they are not codified, and are not required to comply with OMA, City Council members can, and do, serve as liaisons to these groups. Task forces and partner organizations include DuPage Mayors and Managers Conference, Naperville Community Television, Naperville Development Partnership, Naperville Environment and Sustainability Task Force, Downtown Naperville Alliance, and Downtown Advisory Committee.  These liaison appointments are included for your reference in Item 2 of this agenda item.
