BACKGROUND:
The Springbrook Water Reclamation Center (SWRC) influent screening building was built in 1974. The screening process in this building removes large debris from wastewater entering the plant, which can clog or damage downstream equipment or interfere with the wastewater treatment process. Due to the hazardous environment, including toxic, corrosive, and explosive sewer gasses, adequate building ventilation is required.
Three Indeeco 350-kilowatt explosion-proof duct heaters were installed in the screening building in 1997. During the winter, heating is critical in tempering the outside air to 50 degrees to protect equipment from freezing. The building’s ventilation system goes through seven complete air exchanges each hour. Heating and ventilation are essential in keeping the building warm in the winter months and safe for employees entering the building to check and maintain equipment year-round. The duct heaters are 25 years old and in need of replacement.
DISCUSSION:
Staff investigated replacing the system with identical original equipment manufacturer (OEM) explosion-proof heaters or with a new outdoor system that pumps heated air into the building. Staff identified an approved cooperative contract held by Trane Commercial Systems and Services and requested a proposal for complete engineered installation of both options. The conclusion was a new outdoor unit would be more economical than replacing the existing heaters inside the building.
The heater replacement services are available through Trane Commercial Systems and Services as part of the Omnia Partners Cooperative, contract 15-JLP-023.
The work will begin following the award of the contract and shall be completed by December 31, 2022.

Non-treatment facility replacements at the Springbrook Water Reclamation Center are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $1,653,400 is budgeted for WW041 in 2022.
