BACKGROUND:
In February 2026, the Transportation, Engineering and Development (TED) Business Group issued Bid 26-009 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that were developed over the winter months. This maintenance program prolongs the life of the streets, ultimately saving money.

Geneva Construction Company has successfully performed the patching program in past years, with the most recent being in 2025. Staff recommends Geneva Construction Company for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
The final completion date of this project is September 25, 2026.

The 2026 Pavement Patching program is expensed to the Infrastructure account listed
below. This is related to MP009, Street Maintenance Improvement Program (MIP),
for which $12,000,000 is budgeted in 2026. Within the overall project budget, TED
anticipated $675,000 would be needed for pavement patching. The requested award is
within the amount budgeted for this expense.
