BACKGROUND:

The Naper Boulevard Stormwater Lift Station was installed in 1985 to prevent Naper Boulevard at the Burlington-Northern Railroad Underpass from flooding during rain events.

 

The Naper Boulevard Stormwater Lift Station is a critical assest that requires major rehabilitation due to the age and deterioration of most equipment at the station.  Currently, pumps cannot be pulled due to deteriorated guide rails, check valves and isolation valves are no longer in service, and many safety upgrades are needed for this station.  Rehabilitation of this station will include, new pumps, piping and valves, safety devices, lighting ventilation, hatches, handrails, electrical devices and conduits and additional controls.

 

City staff evaluated equipment from various pump manufacturers for project feasibility based on the lead time, efficiency, discharging flow rates, serviceability cost, constructability, and compatible pump and system curves. As a result of the evaluation, City staff recommended the use of Vaughan pumps.

 

DISCUSSION:

This sole source is requested for a one-time purchase of three Vaughan pumps. Because the lead time for the pumps is approximately 28-32 weeks, staff recommends purchasing the pumps in advance of hiring a contractor to perform the rehabilitation work, so the pump lead time does not delay the contractor. It is anticipated that the Naper Boulevard Stormwater Lift station rehabilitation construction bid will be advertised during early spring, 2023.

 

The Water Utilities identified this purchase as a sole source because Gasvoda & Associates, Inc. is the only distributor that can quota Vaughan products for the wastewater and water market within Northern Illinois, including the City of Naperville.

 

If the Water Utilities were not able to purchase the Vaughan submersible pumps from Gasvoda & Associates, Inc., staff would need to select alternative pumps, which are not the top choice according to the pump selection criteria stated above. In addition, staff will have to make major design revisions to model and specify different pumps, which will require more time and delay the process.

The pumps for the Naper Boulevard Stormwater Lift Station rehabilitation project are expensed to the Infrastructure account listed below. The project falls under the authority of the Department of Public Works, and the Water Utility is assisting with the design and equipment selection. The total project cost, which is included in the proposed 2023 budget, is $1,500,000. The requested award can be accommodated within the proposed 2023 budget.
