BACKGROUND:
This is an annual maintenance program designed to address areas of concern where brick pavers have shifted, resulting in vertical differentials, standing water, or other damage. Maintenance locations are reported by residents, businesses, and through staff evaluation. Brick pavers are inspected by Transportation, Engineering, and Development Business Group (TED) staff within the limits of the Downtown Business District as identified by Special Service Area #36.
This year, TED was approached by the Naperville Park District requesting cooperative work be performed through this contract along the Naperville Riverwalk between Jefferson Avenue and Main Street. Areas of brick maintenance were inspected by TED and Park District staff for inclusion in this contract. These areas require extensive repairs that are outside the normal scope of maintenance contracts performed by the Naperville Park District.
DISCUSSION:
On August 14, 2026, the Transportation, Engineering, and Development Business Group issued Bid 26-014, 2026 Downtown Brick Paver Maintenance, seeking qualified vendors to perform maintenance and repair to various brick paver locations identified throughout the Downtown Business District and along central portions of the Naperville Riverwalk.

• Aztech Landscaping Ltd was the low apparent bidder at time of bid opening but was deemed non-responsive due to inadequate RBO documentation.
• Copenhaver Construction Inc is the only other bid received on this advertisement and has previously performed brick paver installation and maintenance work for the City including the 2020 Downtown Brick Paver Maintenance contract and the 2024 Washington Streetscape project.
Staff recommend awarding the contract to Copenhaver Construction Inc as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The completion date of this project is November 19, 2026.

PA022 Annual Riverwalk Rehabilitation Program
Maintenance of the downtown brick pavers is expensed to the Infrastructure accounts listed below. This work is done in association with MP004, the Sidewalk and Curb Replacement Program, which has a budget of $1,245,000 in 2026. As well PA022, the Annual Riverwalk Rehabilitation Program which has a budget of $50,000 in 2026. The requested award is within the amount budgeted for this expense in 2026.
