BACKGROUND:

The other related item on the City Council agenda is:

                     25-0736 - Adopt an IDOT resolution in the amount of $729,115 to allow expenditure of State Motor Fuel tax dollars to fund a portion of the 2025 Micro-Surfacing Program

 

In April 2025, the Transportation, Engineering and Development (TED) Business Group issued Bid 25-019 seeking contractors to perform micro surfacing on various city streets. Micro-surfacing involves the installation of a thin, latex-modified, asphalt-wearing course. The application will be placed in two lifts, generally on consecutive days, with a combined thickness of approximately three-eighths of an inch. New striping and pavement markings will be applied to the finished surface upon completion of paving. Micro-surfacing is a cost-effective preventative maintenance technique and when performed routinely, it can keep water and debris from getting into the pavement.

The 2025 Pavement Micro-surfacing Program is expensed to the Infrastructure accounts listed below. MP009, the Street Maintenance Improvement Program (MIP), has an overall budget of $12,000,000 in 2025. Within the overall project budget, TED allocated $1,130,000 for micro-surfacing; this includes both micro-surfacing work and sidewalk removal and replacement, which has been awarded under bid 25-022. MFT fund eligible expenses amount to $729,115, with the remaining balance of $4,500 being expensed to the Capital Projects Fund. The award requested is within the amount budgeted for this expense.
