BACKGROUND:

The City Council awarded Contract 24-227 to Baumgartner Construction, Inc. on December 3, 2024, with a completion date of September 19, 2025.

 

The project aims to improve accessibility to the lower Riverwalk by providing ADA-compliant ramps between the upper and lower paths just west of Eagle Street. Specifically, this work includes replacement of the existing walls directly adjacent to the river, widening the riverway path to a minimum width of eight feet, constructing ADA-compliant stairways and ramps to provide access to the riverway, and landscaping improvements throughout the project. This project is one of the projects included in the Riverwalk 2031 Master Plan prepared by the Naperville Riverwalk Commission and endorsed by the City Council.

 

DISCUSSION:

This change order is requested to account for a change in the construction method required for excavation due to site constraints. Due to the proximity of the Landform Sculpture and the required depth of excavation to build the adjacent retaining wall, traditional trench box construction does not allow enough space to safely excavate to the required depth. To properly construct the retaining wall, sheet piling is required. By driving sheet piles, the required work can be completed without impacting the Landform Sculpture. These sheeting costs were not anticipated at the time of bidding.

 

Smaller additions in this change order include additional salvage of pavers for use on future Riverwalk projects, three additional concrete piers required due to a modification in the structural design, and replacement of the sidewalk ramp at the southwest corner of Eagle Street and Jackson Avenue. This change order also accounts for increases and decreases for several pay items based on measured quantities.

 

The amount of this change order exceeds the original contract amount by $154,639.46. No additional days are required to complete this work.

 

FISCAL IMPACT:

CIP #: PA053

 

Construction associated with the Eagle Street Gateway and Accessibility Improvements is expensed to the Infrastructure account listed below. TED included $3.3 million in the 2025 budget for work related to the Eagle Street Gateway improvements. The change order does exceed the amount budgeted for PA053; however, staff will continue to monitor bids and spending and make adjustments as needed.
