BACKGROUND:

Staff received a request from a resident to evaluate the right-of-way control at the intersection of Big Foot Ln/Belaire Ct and Zaininger Ave.

 

This intersection currently has a two-way yield control and the requestor expressed concern about drivers failing to properly yield.

 

DISCUSSION:

The intersection of Big Foot Ln/Belaire Ct and Zaininger Ave is a four-leg intersection, with Belaire Ct terminating approximately 500 ft south of the intersection. Two-way yield control was established at this intersection in 1979 to direct drivers on Big Foot Ln/Belaire Ct to yield to through traffic on Zaininger Ave, which has the higher functional roadway classification. Per the FHWA’s Manual on Uniform Traffic Control Devices (MUTCD), the types of right-of-way control used at an intersection should be the least restrictive that provides appropriate levels of safety and efficiency for all road users (Section 2B. 04). The low traffic volumes and crash history at this intersection did not warrant a stop control when right-of-way control was established at this location.

 

Staff conducted a traffic study at this location, which evaluated intersection sight distance, crash history, and roadway classification. The study revealed that there is not sufficient intersection sight distance available to allow vehicles approaching the intersection on Big Foot Ln/Blaire Ct to adjust their speed to yield to conflicting traffic. Residential buildings obstruct sight lines on all corners of the intersection (Exhibit 1). Big Foot Ln/Belaire Ct and Zaininger Ave meets the following criteria for a two-way stop control, MUTCD Section 2B.11 Warrant A: A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway. As Big Foot Ln/Belaire Ct has the lower traffic volumes, Big Foot Ln/Belaire Ct will stop for Zaininger Ave.
