BACKGROUND:

Ballistic shields have become a staple in daily law enforcement as they provide police officers enhanced protection from firearms and edged weapons beyond soft body armor.  Since 2019, they have been integrated into daily Naperville Police Department (Police) operations.  The National Institute of Justice is the governing body on ballistic protection standards, which includes collaborating with manufacturers on best practices for construction and replacement.  Armor of any kind typically has a five-year shelf life before materials may degrade in such a manner as to compromise the ballistic protection and officer safety.  The shields purchased in 2019 are set to expire in the fall of 2024 and need to be replaced.

 

DISCUSSION:

Shield use in law enforcement has historically been reserved for SWAT (special weapons and tactics) operations until recently.  Contemporary policing now requires first responder patrol officers and detectives to act immediately without the benefit of SWAT, wherein the use of ballistic shields provides greater protection during dynamically unfolding high-risk incidents.  Shields are supplied in most Police vehicles for immediate access and have been incorporated into nearly all facets of tactical responses. 

 

Staff has identified an approved Cooperative contract, Safariland NASPO Valuepoint, Master Agreement 164720 through Streicher’s Inc., for the procurement of Ballistic Shields.

 

The completion date is December 31, 2024.

Ballistic shields will be expensed to the Operating Supply account listed below. In 2024 the Police Department allocated $242,000 for operating supplies in the Federal Forfeiture Fund. The requested award is within budget for this expense.
