BACKGROUND:
The City Council awarded Contract 23-302 to Civiltech Engineering, Inc. on December 19, 2023. The purpose of this contract is to provide Phase III construction engineering services to the City in support of the 2024 Downtown Streetscape Construction project.
There are no previous change orders to this contract.
DISCUSSION:
This Change Order is requested to increase funding available to continue to support the Phase III engineering and inspection services provided by Civiltech Engineering, Inc. through the anticipated completion of the job.
Civiltech has maintained staffing on the project site since construction began in early February 2024. Due to the complexity of the underground work and the need to maintain traffic on Washington Street during daytime hours, most of the underground work was completed as night work. Additionally, from April to July of 2024, the contractor had daytime and nighttime crews working in an attempt to keep the project on schedule. Monitoring the double shift work was not anticipated when estimating the required construction engineering hours.
In addition to double shift work, there was a substantial amount of construction work that was added to the Downtown Streetscape project. The construction contract has increased by $647,839.28. This additional work, including the replacement of additional lead services and watermain-related work, installation of handholes for future wayfinding signage, and added utility reconstruction and paving required to coordinate with the Washington Street Bridge construction, resulted in additional inspection needs.
Furthermore, the contractor’s work is continuing past the planned project completion date. The original construction completion date was October 14, 2024. At this point, the contractor has requested an extension to November 27, 2024. Extra time is required to continue construction engineering services throughout the duration of construction.
In summary, due to double shift work, additional work added to the construction contract and an extension of the completion date, the original estimated hours to complete this project have been exhausted. The original award value of this contract was $727,282. This supplement requests an additional $258,585. There is no contingency associated with this contract.
The completion date of this project will coincide with the anticipated construction schedule and continue through final closeout. It is anticipated that while construction should be completed in November 2024, completion of final record drawings and project close out may extend from December 31, 2024 until May 31, 2025.

Construction engineering services for the Downtown Streetscape are expensed to the Architect and Engineering and Infrastructure accounts listed below. In 2024, $455,898 was included in the budget for construction engineering services for the Downtown Streetscape. This award does exceed the budgeted amount for this expense. However, due to underspending on some projects and deferments of others, this change can be accommodated within the 2024 budget.
