DISCUSSION:
The units listed above are used daily by the Fire Department - Operations Division to respond to fire and other emergency calls throughout the City.
These units are planned for replacement in 2026, 2027 and 2028. Backlogged demand, delayed component availability and other factors have rapidly filled fire apparatus build slots, significantly increasing order-to-delivery timeframes. Build slots for engine pumpers exceed two years. The build slots for platform trucks are four years. A purchase order is required to secure build slots with the manufacturer and hold current pricing. The vendor has assured staff that our delivery timeframes will remain as planned even if their build capacity improves. This will ensure that the purchases can be appropriately budgeted across three fiscal years.
The three retired vehicles will be sold through the City’s auction service provider.
Units 315 and 319 will be replaced with current model year Pierce Enforcer Fire Engine Pumpers. Unit 321 will be replaced with a current model year Pierce Velocity 100’ Fire Platform Truck. Units are specified to maintain fleet and operational conformity. The new vehicles are available from the HGACBuy cooperative, an approved cooperative through Pierce, Contract #FS12-23. MacQueen Emergency is the authorized Pierce dealership. The Cooperative has an expiration date of November 20, 2027.
Using the City’s specifications, MacQueen Emergency has quoted the Pierce Enforcer Fire Engine Pumpers in the amount of $1,054,700 per unit (totaling $2,109,400 for two units). MacQueen Emergency has quoted the Pierce Velocity 100’ Fire Platform Truck in the amount of $2,147,750. A cost breakdown is provided below:

Vehicle replacements for the Fire Department are expensed to the Vehicle and Equipment account listed below. The dealer has requested no money down, and the vehicles will be paid for upon delivery. Staff is confident that capital project funding will adequately support the replacement of these vehicles over three years. The Fire Department will budget sufficient funds for the fire suppression vehicle replacements in fiscal years 2026, 2027 and 2028.
