BACKGROUND:

At the March 5, 2019 City Council meeting, several speakers at Public Forum discussed the potential creation of an Environmental Sustainability Task Force (“Task Force”).  The general consensus of City Council was to bring the idea back for further discussion.

 

DISCUSSION:

During public forum at the March 5, 2019 City Council meeting, in addition to discussion of the scope of the proposed comprehensive plan update, the speakers discussed the creation of a Sustainability Task Force.  On March 8, 2019, Councilman Krummen, Jodi Trendler, Doug Krieger and Marcie Schatz held further discussions on the creation of the task force. 

 

Ms. Trendler stated that the first project of the Sustainability Task Force would be the development of a Municipal Assessment.  This assessment would serve to develop a baseline for comparison with other communities, as well as create a baseline from which improvements could be measured.  In addition to the creation of the baseline, the Task Force would conduct significant community outreach and engagement, both to educate the public on sustainability issues, as well as to capture community concerns and ideas on the topic. 

 

From this input, the Task Force would create a draft an Environmental Sustainability Plan Proposal and Budget.  This document would be based on resiliency objectives, that would be approved by the City Council.

 

This draft document would then be shared with the public for further input and discussion before being brought back to the City Council for final consideration.  The Environmental Sustainability Task Force has estimated that the preceding process would take between six and 12 months to accomplish.

 

City Council Direction

Provide input into the proposed plan for the Naperville Environmental Sustainability Task Force and endorse the Naperville Environmental Sustainability Task Force and direct them to develop an Environmental Sustainability Plan Proposal for ongoing discussion with the City Council and staff.
